Applicable Form of Executive Clemency: Commutation of Sentence

Eligibility: All inmates are eligible to apply. If the Clemency and Pardons Board reviews an application and finds no compelling justification or extraordinary circumstances to recommend clemency, it is the Board's policy to deny any subsequent applications unless there is a substantial change in the facts of the case since the last petition.

Procedures require you to submit the original, completed clemency application and five complete copies of all applications and accompanying materials to the Clemency and Pardons Board.

The application includes a waiver to grant the Board access to information about the petitioner, including work records, medical records, criminal history records, financial records, and psychological records.

When submitting the application, you may opt instead to simply e-mail the application to terrig@atg.wa.gov
If you choose to do this, you are still required to send the waiver and signature page to the Clemency and Pardons Board by US mail (only the original, copies are not required). 

The Board's review committee reviews all pending requests for clemency and determines which petitions will be heard by the full Board. The Board will review only those cases referred by the review committee. If the Board reviews a case, it will issue a recommendation to the Governor who reviews the case for possible executive action.
