Applicable Form of Executive Clemency: Commutation of Sentence*

There is no official application for a commutation of sentence. A letter or petition requesting a commutation should be sent to:

The extenuating circumstances which support the basis of the clemency request should be specified. Applicants may include letters of recommendation in support of the request from sources such as neighbors, employers, co-workers, pastors, church members, elected officials, judges, prosecutors, family members, etc.

In theory, if an application were reviewed and the Governor believed it merited further inquiry, he or she would refer the application to the State Parole Board to conduct an investigation. Whatever the recommendation of the State Parole Board, any decision on an application would be exclusively the Governor's.
