Zahller, T. (2002, January). Prospects for Peace: The Projected Impact of Plan Colombia.
This paper by CJPF Program Manager Trina Zahller, written while a McNair Scholar at the University of Montana, discusses the historical and sociopolitical factors that are the true source of conflict in Colombia. It highlights the issues that will continue to prevent progress in Colombia as long as social policy and foreign aid are erroneously focused on the "war on drugs" and heavy-handed military involvement. The paper concludes that Plan Colombia not only neglects to address the core issues in Colombia, but actually worsens the conflict and ensures the continuation of violence and corruption.
