Applicable Form of Clemency: Commutation of Sentence
The Missouri Constitution vests the Governor with clemency authority in
all criminal and penal cases, with certain exceptions and under rules and
regulations prescribed by law. (Missouri Constitution, Article IV, Section
7)
Eligibility: All inmates are eligible to apply.
Application Process: An original application form must be requested
from, and returned in duplicate to:

The Board is comprised of seven full-time members appointed by the Governor,
subject to the advice and consent of the Senate. It is responsible for investigating
all applications for commutation of sentence. The Board investigates each
case and submits to the Governor its recommendation, a report of the investigation,
and all other information the Board may have regarding the applicant. Current
Board members include:

The decision whether to grant a commutation of sentence is made exclusively
by the Governor.
